I recommend http://www.000webhost.com – no cost, and basically has full functions as website hosting. This also has a FREE website builder, which will help you in the design part.
   If you are really despirate for a free domain… try one of the online sub-domains to a company.. like http://www.YOUR-PERSONAL-DOMAIN-HERE.hosting.com. I did this for a while, then bought my own domain and used it on 000Webhost.com.
